She can move, look around and blink. She could be aware of what's going on and they just want to pull the plug and let her starve to death. Just let her die when she's ready to go. But see thats also another thing. She would have died a long time ago. But she had been on life support for years. She wasnt even breathing on her own until recently. The body may have healed its self, but the mind has long since been dead. Its time for them to let go.
The body moving has nothing to do with having a functioning brain. As already stated, the body involentarily twitches, Even after we are dead. There are stories of bodies poping up and moving alittle(while in the morgue) because electical impulese that still get sent around. But the body and brain are very much dead.
