You can get 10 of the 12 Stones as correspond to the Zodiac, plus Serpentarius from Elidibs in Deep Dungeon. Leo and Virgo correspond to Hashmalum and Altima, and therefore must be with the opposition in order for the final battles to take place. As such, Leo and Virgo do not appear with your Treasures.
Kinda makes me wonder what Ramza did with 13 Zodiac stones after he won the final battles.
