Most overrated games are FFVII, DiabloII, Halo2, Halo, Soul Calibur2(maybe its just me), Zelda: WW(it was good but not THAT good..), and GTA...along with most of the Warcraft series including WoW.
Underrated games are FFXI(seriously), KoF and SF series, Metroid, Xenogears, Perfect Dark, and FFIX.
Damn... I know I shouldn't be doing something like this, but screw it. I'm doing it anyways.

I'll say that I absolutely love Halo 2, and play it more than I should, but I still believe it's overrated. It's hailed as the best FPS ever by many people, but it's nothing revolutionary--it's just designed very well.
I don't know if saying these games are "underrated," especially, but Eternal Darkness and Mario Kart: Double Dash are both incredibly fun titles that don't often get much attention. There are tons of other games I could comment on, but this'll do.
Overrated: Final Fantasy as a whole EDIT: with the exception of FFT
Underrated: Suikoden, Lunar, most other RPG series outside of FF. EDIT: FFT

overrated i'd have to say halo. put socom 2 and killzone together and viola, halo.
underrated i'd have to say metal gear ac!d and the dynasty warriors saga. as far as ac!d goes, maybe they don't want to use their brains more or maybe they're low on strategy... same with dynasty warriors only its real time and fast paced.
Being wise comes in two parts: 1) having a lot to say and 2) not saying it.

don't really know many underrated games it's down to personal taste

Underrated: FFT, Xenogears, Chrono cross, suikoden

I think the GTA games are overrated my personal opinion is that they never should have been made.

I go to alot of Final fantasy sites that complain about how 8 sucks I know the junctioning is different and takes a little getting used to but the game itself and the storyline were awesome.

Only hippy dorks on RPG forums don't like GTA.
The other 90% of the world appreciate it for the neverending super fun romp it is.
