IMO I think Adelheid from KoF 2003 is. To use his final special just do the same button layout as the hadouken from SF. It takes out half their Hp.

Jann Lee from DOA3 comes to mind immediately. He is fast, has strong single strikes, is easy to string together moves with, has great range, is harder to counter than most fighters, and pulls off counters with ease.
Sad to say, (considering he's my primary fighter in the game) but Nightmare in either Soul Calibur. I mean he has good speed, better strength, and rook splitter. It was toned down a bit in the second game, but it's still one of his most useful manuevers.
