I'd say Digital Devil Saga. The style and artwork is the best I've seen in a video game in a while. And yes, to me, that equals best looking game. Realism can stick it you know where. I don't care if I can see a guy's five o'clock shadow coming in if he's got no style.

I totally agree with those in favor of ICO and it's semi-sequal Wanda and the Colosus. Those people sure know what the hell they're doing. Not only are the games graphically impressive. They know how to make things work in order to get that atmospheric impressiveness.
God of War - Bloody, epic, A.w.e.s.o.m.e.
Beyond Good and Evil - I *heart* Jade. Still very atmospheric. Kinda mature sci-fi cartoon thing. Loved the characters. Loved the plot. Loved the graphics.
(Old school) Xenogears - Still the only game that makes me feel like I'm engrossed in a deep and engaging Anime. No other game has so completely and utterly captured such an atmospheric and... anime-esque feel for me. The music, the characters, the plot, and of course the graphics. 2D anime sprites in a 3D world. Awesome.
Ico was quite pretty. I'd have to say my vote goes to Shadow Hearts: Covenant, though. If you can get over some of it's... oddities. But I haven't played any new games recently, so I really don't know.

The lack of controls and displays leads me to beleive that those are renders as well.
