That doesn't seem like a good reason for a Hall of Infamy. After all, the definition of infamy is:
1. Evil fame or reputation.
2. An evil or criminal act that is publicly known.
Are you wanting to honor poeple for evil/criminal acts, or honor people who don't get the attention they apparently "deserve?"

The title is a pun of the Hall of Fame title, simple as that. It's not supposed to mean anything deep or serious, it's just a light-hearted play on words, and I somewhat doubt anyone will be offended by this when they realise the title's true nature.Be that as it may, it's always nice to receive praise.
Yet is praising just for the sake of praise really praise?

Why don't you just rename it "Hall of people who are on the first page of the member list"?
Part of the problem, especially on forums, is that people frequently change their names and titles, so sometimes it takes a while before they realize that you are one and the same and not somebody new.
