So that they can make more money by having people buy 2 packs of buns. I can't think of any questions right at the moment though.

Hot dogs are sold in packages of ten because ten traditionally sized hot dogs weigh one pound.
Hot dog buns are sold in packages of eight because most rolls are baked in sheets of 4. At the time when packages of hot dog buns were first commercialy available, most hot dogs were sold in butcher shops (and thus the quantity of hot dogs was left to the consumer.) The tradition of 8 buns to a package has stuck, mostly because it wouldn't be cost effective to begin producing or utilizing baking sheets that make hot dog bun quintets.
