I attempted Ultimecia around level 60-70, I'm not quite sure, since it was about 5 years ago.
I don't remember it ever being a problem though, so logically, that was a suitable level.
I did not have lionhart equiped, and I don't remember upgrading many other weapons as well.
I never quite got used to the whole "junctioning" system, and therefore, I didn't junction very much, but I did have 99 megaelixers, which I think were my key to success.
It took me a few attempts to try, but over-all, Ulimecia wasn't extremely difficult.
I basically recommend leveling up about 20-30 levels (Ultimecia will, inevitably level up with your stats, yet your stats will grow faster than hers will be able to). Alternatively, you could just go to the lost island, and get the 99 megaelixers, which should help you a lot. Just figure out a good stratagy, and your set!
Do you have any cards? If so learn quezacotls card jnc ability and turn your powerful cards into items.
Easy way to get uber stats that will let you beat anything:
-Play Triple Triad....lots. Seriously, you can get any item you need this way and therefore any magic. No running around looking for obscure monsters for 1 or 2 of a particular spell- get 30 in one hit.
-Learn Enc-none. "But I need experience!" No, use this to do laps around the islands closest to hell and heaven, yet more uber spells. Train when you've emptied all the draw points.
-For the love of God, win either the Laguna card (100 hero refine) or Gilgamesh (10 Holy Wars!) Easy fights
-If you kill off anyone who you dont want in battle Ultimecia will have no alternative but to replace them with the characters you do want ^^
-Cast Cerberus as an opening move, double+triple means one character can revive the whole party without using multiple turns! Better yet, triple haste+triple aura+ holy war. You cant be hit, your ultra fast and you get limit breaks! Especially effective with Rinoa, just as holy war runs out she might use invincible moon.
Thats all the ideas I can think of- other than trying to use "The End". :P
Its quite easy to win this fight if you go about it properly.

Angelo rocks! Angel Wing is royally useless as it means revieving the party its damn near impossible if Rinoa is the last one standing. Worked fine for me, besides which wishing star is uber!!!!!

You play the game enough and anyone can be used for healing. Im just saying that Invincible Moon can easily pull a player out of a tight spot.

Also, you should try to be at a point in your levels and magic that ANYONE can pull your fighting team from the brink of death. Don't put all your faith into one character for healing purposes, cuz if the character croaks, you're in a bad way..........

you pretty much have a killing machine there. Hands free, and she's friggin' fast. Especially if she uses meltdown a lot, then your other people can attack even better. When you're going against the harder monsters, physical attacks start not getting anywhere near maximum damage limit. I'm thinking of elnoyles, right nowxDD

The first time I played through FFVIII, my stats were kinda laughable. I got everyone to level 100 and everything, but I never mastered the Junction system. I got to the end and never attempted to fight Ultimecia. I played through twice more. Once, junctioning properly, finding all the secrets, then wrecking Ultimecia. Next, game timer- 26 hours. All characters were on level 13 or below and had their original weapons. Finally, though, after 6 years, I did beat the game with my original file. The final boss battle took me 4 hours though. Insanity
I've Come Undone
Oooh, did I hate that battle! It's the only FF game I've played that I've never beaten twice. I was 11-12 when I first beat it, so that may be why to do this day I say it's the hardest final boss of all the FF games. Sephiroth and Jenova were easy enough, Kuja/Necron were challenging but easy still, and Jecht was annoying but I got through ok. It took me several tries before I could even get to the third form, which was hard enough. I cheated and used the Kamikaze move, which is an instant killer for a form. Sadly, it is a doube sided sword, because I lose the ability to get another member. It was hell getting though that battle, but I was 11-12 as I said, so maybe I'm more advanced now lol. I may just replay it to fight her again...
Cheaper tactic to beating any regular enemy than angel wing/ great magic list. try junctioning 100 deaths to your status attack or 100 zombies. Either it kills instantly or you can use the revive command to kill. I can see why people rate angel wing as a plus but I always prefer full control over my characters.
