Id go look for more strong magic to junction and have your GF's learn more abilities. Get strong GF's like Bahamut and if you're interested get Eden. Not to use them but to junction them. Use your GF's abilities to refine as many Ultimas and other strong magic as possible and juction it to Str and HP. My strtedgy that Ive always found succesful.
load quistis with some auras, and have her perform mighty guard, then follow that with a holy war. if you dont like holy wars or the idea of invicibility, then just use mighty guard to give you an advantage. keep up with auras and limit breaks (squall and irvine are mighty fine examples) and use quistis to heal with her white wind (is that the name?) blue magic and shockwave pulsar if you can spare it. at one point near the end, ulti does a 9998 attack on someone/everyone. quistis's white wind heals you for the difference in your max health compared to your current. so, at 1 HP the blue magic heals you for 9998 if your max is 9999. did i word that right? oh well you know what i mean. quistis was my lifesaver the last time i fought ulti, though it was my first time using her. though now i think ill use quistis more often, shes so underrated *sigh*

Ultemica was very simple, her final form had very cool music and the one your fighting now very easy.
Solution:
Vitalityet it VERY high, I got my vitality to max and Griever's Shock wave pulsar did a weak 38 damage to my character's.

To face Ultimecia and expect to win, you have to be prepared. Having your characters leveled up to their max, have most of the GF's and have eveything junctioned all right is a sure way to win. When I fought Ultimecia, she had Irvine, Squall and Zell up first. Selphie, Rinoa and Quistis never even saw the battle. I had 11 Holy Wars, they lasted me the whole battle. The only time the three guys got hit was in between the Holy War running out and getting a new one onto the guys.
The battle takes patience, and you really need to be prepared. Having Holy Wars really helps to.
Level up your characters and your GF's (so their damage is decent). I've forgotten which card refines into some Holy Wars, but someone else is sure to know.

Last night i fought her for the first time i lost the first time and then won now that i knew about shockwave pulsar i just let squall bi n the yellow while i kept rionas health up with recover so she could focus on revive ability zell on recover and squall on limit breaks when ulti went final form after she used hells judgement i got invinceble moon and just kept using renzokuken after she dies the ending video screws up so i do it all for nothing
Shock wave pulsar is annoying isn't it?.
Has anyone experienced Ultemicas (Final form) "Apocylpse" move?,I always kill her first.

The higher Squall’s level is, the higher the bad guys' are.
I 'd say get some random battles and draw as many spells as you can from all the different monsters you find.
If you have Diablos' Encounter-None, you can leave the castle and go to the Islands closest to Heaven and er.. monkey... Anyway once there, you find the draw points, then you get one hundred Ultimas and Junction them to elemental resistance. Once you have that done, you'll be impervious to any elemental spell.
So by drawing from the islands, and Junctioning the spells i.e. tornado, triple... you should be able to beat her with little to no problem.
