If you want the account banned, go for it. Second accounts aren't allowed, especially not ones used by banned members (even if it is yours, if she's using it, it'll probably be considered a second account). Just to clarify, I don't have any real power here.
File for abuse. You can do that. Just don't let her do anything to you, and nothing should happen. If it's on the verge of seriousness, then, by all means, call the police. If she's really your siter, then why is she treating you like this over a site?

You know, it was her own fault that she got banned. There is such a thing as an ILP address, where no matter what name you have or what email address you put in, it'll still be the same and they can and will ban that address.
