Most cos-players have to improvise and sorta make their own clothes. Either from scratch, or by re-inventing something else.
Try ebay. I know Dream Angels makes amazing coplay clothing. I've never actually bought any costumes off of ebay though.
Most cosplayers either know how to sew or know somebody who knows how to sew. If you aren't in either of those categories, you're kinda screwed.
You might be able to find someone selling a Yuna costume though. Don't know how expensive it'll be.

Yes. Go to http://cosplay.com The forums on that site have tons of helpful people that can give you tips, especially for Yuna. They also have a classifieds section where members sell costumes they've made, as well as suggestions as to people who could make one for you. Just be aware that its always cheaper to make them yourself - cosplay costumes are expensive to buy pre-made.
