It may not have been too bad of an idea. As has been pointed out, the bear might become a threat or a nuisance to the community. Sure, they could have tranquilized it, that would probably have been the better idea, but what would they do with it then? Put it back into the wild, so it could track down another neighborhood? I'm not supporting the shooting, but sometimes you've got to look at both sides of the coin.
It also depends somewhat on what kind of bear this was, and what it's typical diet is.
People hunt bears all the time, are those people evil too?
