Odin makes more sense in fitting in with the clue, since he's not present after the last Seifer fight up until the last confrontation with Ultimecia. However, he doesn't tie in with the original riddle at all.
On a hunch, I'd say the Queen of Cards, though it's a bit unfounded. You've got me.
I know! It's the Card Queen!, because she moves around, and you've listed the places that she moves too, and also because getting the cards that her father can "transform" can get you awesome items, like 100 megalixers.
