I think it has to do with Squad B during the SeeD exam. In Squad B, two were fortunate (Squall & Zell passed), and one failed (Seifer). I'm not entirely sure about line 3 (I thought Seifer failed because he disobeyed orders), but the one who failed (Seifer) never discovered the true secret it held (the true purpose of SeeDs).
