I have a good theory for it being ultimicia. since she uses ellone to see this past she is in theory "naked" because she has no physical form in this time, so the uses Edea as her "dress" with the 7 rays of the sun.

But that was an interesting analogy which can be seen on the "cowardy" picture of Ulti´s Castle(a skelector dressing out a body).
Also,note that it is said that Hyne give his skin to people and run.This could be a sugestive legend.
