Battle-wise, I would have to say the worst character is Edward hands down. I can deal with someone being weak physically if they have the skills to make up for it, but even his skills were worthless.

Story-wise, Bartz gets my vote. He doesn't seem to have any personality whatsoever, and what exactly is his role. Galuf would have made a better lead character.
