I say that anyone who registered within the last few weeks are classified as newbies, and anyone else who has been a member since... April Fools, are members who can adopt.

Heh, guess I'm unadoptable. Should we give a basic time period that we can apply all the time? It could make things easier further down the road. Also, does one have to have been here for a certain amount of time in order to adopt a newbie?
