I was hoping for more responses first, but I'll give a few hints.
The answer is a character. This character is not a member of the main party. Although not a main character, you must speak with this character during the course of the game. His/her involvement is not optional, and he/she is not really all that obscure.
Just try and fit events from the game to the riddle; you should hopefully come up with the answer.

Of all the games that i find well worth the work, I can only say that three can properly qualify for the category. And of the three, one is, but of corse, FFVII. The other twon games which i couldn't depart from are Xenogears and FFT. And i also found a pattern, All of which were released 1997 or 1998 and were on PS. I have lost some faith in Squaresoft when they merged with Enix, they no longer adapt a well-thought plot as nearly as much as the older titles. And thus, I say to you Square-Enix, "Up yours!"

I'd have to say Ultima Weapon. It doesn't crash upon wet land but the land is close to the Forest thing that has some frogs and water in it so maybe it was refering to that. And whenever you meet it it attacks you. It flies.
