It's referring to the ending I believe, where a hand reaches out to Cloud. It should be Aerith. I don't know, I havn't seen the ending for like ever, but other places say it's Aerith, I'm gonna believe them.

Spartan: What's gotten into you? 'Cause it sure as hell wasn't me.
Huxley: Physical relations in the way of intercourse are no longer acceptable John Spartan.
Spartan: What? Why the hell not?
Huxley: It's the law, John. And for your information, the very idea that you suggested it makes me feel personally violated.
Spartan: Wait a minute... violated? Huxley what the hell are you accusing me of here?
Huxley: You need to leave, John.
Spartan: But Huxley.
Huxley: Get out!
Moments later Spartan is arrested for "violating" Huxley.
By the way, that's called satire. Get over it.
Cloud sees it as Aeris's hand at first, but it's really Tifa's reaching down to pull him back up...

When I was asked the question I was under the impression that it meant a character was known as 'The Hand', maybe a Shinra representative or something, but now I understand.
