Its nearly impossible and highly frustrating - the closest I ever got was 0:0:05. You get 3 seconds knocked off your time for every balloon you grab, and 3 seconds added for every bird that hits you. So, if it takes you, say 15 seconds to reach the end of the race, you need to grab at least 5 balloons and not get hit by any birds. It usually takes about 15-20 balloons, and its hard. Good luck.
