    Persistence. The balloons are placed randomly, and eventually you will get the right set of balloons and the chocobo trainer will go a certain way allowing you to get a lot of balloons. You just have to be patient. I've played FFX several time, one time I got the Sun Sigil in about ten tries, another in three, another in forty-five. Just keep at it. If it's annoying you, just stop for a while and try again later.
