Locke is "red all over"
Barrel is, sort of, "Black and white"
Barrel is, "fat"
None of them are particularly "frightful"
None of them have a "voice that makes tears so very tempting"
They are all "tormenting," but not "unrelenting"
Most importantly of all . . . THEY'RE KIDS. The answer is "so much older."

My guess would be Genie-Jafar.

He was Red, had Black hair and White eyes. The way he threw those flaming rocks at you was relentless at times.

Dunno about the voice though...
