If I remember correctly, you need to collect one hundred "needles" from the cactuars, and then refine all of them using the tool refine ability into one "One hundred needles"

You are. Done it plenty of times. 100 Cactus Thorns refine into one 100 Needles through the GF Abl Med-RF.
