Mug the Blitz monsters in Centra plains. They have to level 30 or better and it's a rare item.

I one times received from "Blitz",too.But I usually have "Betrayal Sword" when I steal(Even with LV 100 Blitz).
The odds of getting a Power Generator are 12/256 even at level 100. Just mug a lot of them. Equipping Rare Item may help. I can't find a method of refining them from other items or cards.
I dont' have anywhere near all of them filled. I keep refining everything.
I guess there'a bout two pages empty.
I still got like 5 pages empty.

The primary use of a Power Generator seems to relate to Limit Breaks. A Power Generator allows Quistis to learn Ray Bomb, and one Power Generator can be refined via Ammo-RF into 20 Pulse Ammo. I suppose you could also link it to Squall's Lionheart gunblade, since 12 Pulse Ammo are required for it.

I don't know why I would waste my time filling the item list. That sounds incredibly boring.
