Well, all the surviving Turks kinda quit near the end of FFVII, when Shin-Ra, Inc. was in shambles. They were all probably called back when it turned out the company head was still alive, and Elena, realizing she was too sucky to be a Turk, declined.
I'd say that she was too humanitarian, rather than too sucky.
I'd say she gave up on Shinra for moral reasons, or 'cause she found a better job elsewhere. Maybe Tseng's death finally hit home?
It's possible she remained on the upper level of Midgar and was killed during Meteor's destruction, though. It's hard to believe that Reeve convinced everyone to evacuate. But that's just pure speculation. I like Elena, so I'd prefer to think she survived.
I think she got sucked into the Lifestream and ended up in Zargilis Trade City.

She's probably in Advent Children, but just doesn't play as large a role or wasn't shown. They haven't shown that much of the Turks in general from the trailers I've seen, I wouldn't count her out just yet.
Have you all not seen the latest trailer? Reno grabs her when some bigass monster blast at them and jumps out of the way with her.

It's obviously a kid. First, note that he's not wearing the same outfit as the Turks. Second, he's a lot smaller. Third, he doesn't have the hair the same as Elena's at all aside from the color.

There have been no visuals of Elena in Advent Children that I've seen so far, but I'm pretty sure she'll be there, as are many people. Most people are thinking that the new female voice we here exclaim "Sempai, hayaku!" in the latest trailer is infact Elena, though of course, it's not a certainty.
But I mean come on...Yuffie and Vincent are in it, and people could have played the game without ever even knowing who they were, and they didn't play a role in the storyline at all really (unless you got them and did sidequests), so I don't see why in the world they WOULDN'T stick in a character that was actually part of the story, that you have to come to know, that was pretty damn important at atleast 3 parts, and both her male counterparts that she usually appeared with are in there.
