Actually, MP is the determining bonus for three ultimate weapons: Cid's Venus Gospel, Cait Sith's HP Shout, and Red XIII's Limited Moon.
No, the characters with MP dependant weapons are just Cid and Red XIII. As for Cait Sith, there is a clue in the name - HP Shout.
