Female major villain
Has ever a major Final Fantasy villain been a woman? (I haven't played FF 8 yet so I can't say if Ultimecia is man or woman). Yes, Dark Cloud had a feminine chest, but I don't know if she was overtly stated to be a woman at any point in the game.
If there had to be one, how would you expect her to be and what would she act like?
Ultimecia and arguably Kuja.
Jenova is a woman, supposedly.
Ultimecia, Dark Cloud and Jenova all share a female gender

And the Emperor of Palamecia is debateable.
Not sure what garland is when he turns into chaos.

St. Adjora (FFT) was a female in one of its forms...

Actually I think most were women.
Jenova and Seymour were more hermaphrodites if memory serves me correctly. Kuja was just a transvestite. So far we've had dissident knights, emperors, interdimensional clouds of evil, moon men, trees, clowns, genetic experiments, sorceresses from the future, monkey-men from another dimension, a religious glyph and a giant mechanical gun. Are we ever going to get a normal bad guy for once?

Beatrix is a villain but on a much smaller scale; still a villain, though. :O_O:

Miang from Xenogears is most certainly female. You just have to get out of the Final Fantasy box
But yes, St. Ajora from FFT is definitely female.

Kuja is a man, damn it! He hits o Dagger! He is just too androgine! o_o He is much prettier than Ultimecia though *shot*
And Adel is sort of a villain. But Adel doesn't count. If Kuja is a girl, Adel is a boy. Period.
