There are plenty of government programs to help out homeless, not to mention the fact that most churches would most likely be more than willing to help--even if it's just pointing them in direction to find more help.
I know that it's illegal to refuse to hire somebody simply because they were in prison, so I'd imagine there'd be some type of laws like that for homeless as well--as long as they're qualified, that is.
