Which two villains from the series would make the best evil duo?
For me, Kefka and Kuja. Kefka to do all the twisted and evil stuff, and Kuja to actually think things through when needed... and to give Kefka some makeup tips xD.

I don't think any FF villain would work with anyone else. Kefka proved he wouldn't share the spotlight in FFVI.

Edea and Seifer yo!(even if he works for someone else later, it's cooler to think of him serving edea)
Sephiroth and Seymour. They can argue about who's mom is the most messed up, and who exposes their chest more successfully.
Although I think Ex-Death and Gilgamesh were the best infamic duo. One's an idiot and the other is a crazy tree. Rock on!
Gestahl and Edea might have done well together, as they might actually be willing to not kill each other.

Kuja and Sephiroth or Kuja and Sin. Kuja would think up the evil plans and Sephiroth/Sin would carry them out and take care of anything in their way.

Kuja and Garland were a pretty good duo in the preset ones. But in my imaginary one, I would have to pick Kuja and The Beastmen from FFXI. Kuja could lead the army and they could rampage anything he wants them too, and if he has to fight a little then he'll just blow people up with his incredible magic skills.
