I've always regarded them as "living machines" of a kind. Not truly mechanical, since they are being created by a living planet; but not completely organic or biological either. They are, in a way, devices, albeit living ones that were made to perform a particular purpose. Their construction often suggests some kind of mechanical influence - for example, the focussed energy beams that they fire from their mouths (Sapphire) or arms (Ultima and Emerald) or from concealed compartments in their shoulders (Diamond).

Not robots, but not your common-or-garden biological entity.
