I'm talking about the cutscene on Disk 1 with

the airship chase, where Zidane and the group are being chased by a black mage and narrowly avoid crashing into the gate.

Is that on the soundtrack at all?

The track is called "Breaking Through South Gate," in my opinion it's one of the most action packed songs on the soundtrack. Unfortunately it does not appear on the Final Fantasy IX Original Soundtrack though it was released on the complimentry soundtrack titled "Final Fantasy IX Plus." where it appears as track 7.

Though significantly shorter in length, it is my opinion that Final Fantasy IX Plus was a better album than the Final Fantasy IX OST.
