It's not that hard to learn, it just takes a ridiculous amount of dedication to make something really good. Just a heads-up.

I taught myself how to do animations with Flash. Granted, I mostly used stick people, but they were at least funny. Being able to use ActionScript to actually program games and things of that nature is much more difficult, however. General knowledge of coding would probably help with that.
The basics aren't too hard to learn, but if you mean ALL of it, then yes you are a genius. I can make flash websites, small flash cartoons (mostly with just stick figures, but I can do things that are slightly more advanced now) and dress up games.
You may want to check out Newgrounds for all manner of tutorials and the like, plus you can submit your work for the world to see. Though make sure it's of a high standard, otherwise it will be deleted (or blammed as is the term round there). If you want to know what you're aiming for check out which of the lowest scoring movies get past the "under judgement" phase, and try being slightly better than them.
