I beat Necron at Level 1. I used Zidane, Princess Garnet, Steiner and Vivi, all with best weapons. They all had jelly and auto-life. All Necron used was Blue Shockwave. At the end everyone had 1 HP left, almost got whooped.
Huh. What attacks did you use? I'm curious, since you took what might be the worst possible Lv.1 party through Memoria, against all of those massive Hp bosses, and into the Necron fight, which is one of the most difficult in the game, and survived it.

Oops, sorry. I made this big post thinking you were talking about Ozma, so this is all an edit.
Still, defeating Necron using standard physical and magical attacks with a Lv.1 party doesn't seem possible to me.

isn't there some kind of status effect that prevents u from getting any exp. points, but it doesnt cast any other effects on u? like curse or something? ionno

why would defeating ozma be easier than necron at lvl 1? i mean i beat necron at mid 30 lvls my first play thru and on that same game i had to train to mid 70 lvls to beat ozma and i was just reeeeeeeally lucky he didnt use curse cuz mini just destroys everything

Beating any 20,000+ Hp boss that uses all-party attacks without using 9999 damage piercing attacks would be tricky in a Lv.1 game.
Ozma and Necron however, with their speed, ability to inflict multiple non-blockable status ailments to all party members at once, and devastating all-party physical attacks... I wouldn't believe anyone who said they'd defeated either with a Lv.1 party using standard physical attacks.
It would be impossible with physical attacks, which is why you use attacks that can do 9999 damage despite the level 1 handicap.
