Its Rufus's parade theme. I think its meant to be one of the more popular songs from the soundtrack. I dont think its that great.

"Rufus' Welcoming Ceremony" is a great track, but I actually like the actual Shinra theme more. There're several versions of that: "Shinra Corporation," "Infiltrating the Shinra Tower," and I think there was one other, but I'm pretty sure it was only used in a cutscene and in any case, I can't find it.
A similar tune is on on FFIX...
It's the same track, actually, just rearranged with FFIX's instruments. You can find the FFIX version on the album FFIX Plus.
