This has been baffling me for quite some time now...
At the start of Disc 1 before you go on your mission to Dollet, Quistis wishes Seifer luck, then he says ''Save those words for a bad student who needs them'', so she then repeats herself.. & then he says to 'add her to the list'.. What IS he on about?
What is the list for? & what IS he going to do to the people on the list?
its probably a list of people who he doesn;t like and will generally do something to them when he gets a chance i think

Probably his "tough-nut-to-crack" list.

He tells this to Squall when he's torturing him. I guess he considers Quistis a tough nut too, but we find out that she's really not.
Or maybe thats not it at all. Maybe he has multiple kinds of lists.

Jecht Shot is correct. But as far as I can see, his "tough-nut-to-crack" list is a list for people he doesn't like just as much, though... so it's more of an all-purpose list!
