How disable? You?
You mean the shortcuts on your desktop? Or the Quick Launch bar?
If you mean the way that windows will hide items in the start menu if you don't use them often enough for it, that's the "Personalized Menus" 'feature', which I know you can disable in XP by going into the properties of the start button, and then "customize", which gives you the option to turn them off.
I would guess it's probably quite simliar in 2000.
