He may start at level 1, but powering him up and allowing him to learn other jobs can make him a useful member. Short Charge helps with some of his Limits, but in the long run you're better off making him a Ninja, with sub Limit ability. Add short Charge and you can get the majority of his Limits off with good speed and strength.

Sure he's not Orlandu, Ramza or Worker 8 in terms of power, but he's not as bad as Rafa, Malak and many generic units.

If you want to just beat the game and not go get everything, then you can skip him, as Orlandu is way better and makes the game unbearable easy.
