It's near the materia keeper in Mount Nibel close to the Nibel Reactor.
What is that blackish stone? Materia? Or just some weird decoration?
It flashes like materia and it's more specificely located on that rock formation.

As far as I know, that's just a rock, but a better point of reference with regards to the rest of the screen would be helpful.

Actually, its a weapon for Tifa (called the Powersoul). You have to go through one of the pipes to be able to get it. I can't remember which one, but if you try them all, you'll eventually get it.
