NO! Smokers would no longer go to that place and if the smoker has friends who don't smoke that go with him then you lost some non-smokers also.

In your country maybe people prefer it but over here(at least in chicago) the number of "bars" keeps getting going down because people don't want that. They want an up scale drinking spot that you can take the family to. No dank, dark or gloomy bars filled with smoke.

When New York did this the bars lost tons of money because people who smoke would just go to new jersey bars where they could smoke while all the non-smokers stayed.

All this does is screw over the smokers. Most people who don't smoke avoid areas with smoke like a plauge.
