Namine is an original character, not Selphie. You'll find out little a more about her as the game progresses.
Premium cards cost less CP to be used in your deck. I generally don't use them because you can only use them once without using one of the proper reload cards.
2)You can use premium cards as the first card in sleights. Since they won't reload in the first place, that's what they are best used for.
