I just beat Chrono Trigger and I cant figure out how to do New Game+, did I screw up somewhere?

Most likely you did not go through the Black Omen, which is a requirement to access the New Game + mode.

no, I went through the black omen, fought Queen Zeal and all the forms of Lavos, then I beat lavos himself, I just saved and kept walking.

After that you should be able to select new game + from the main menu at the start of the game. You've met all the requirements.

If you are playing the PS1 version you have to save a data file after you beat the game to unlock the New Game+ feature.
