I'd assume it'd be to enter on some kind of official website to set your game time and stats up against other players in some kind of ranking.
Or maybe I've just been playing too much Ikaruga lately.

Its only purpose was for an official contest that, unless I missed something, was only held in Japan. Worse yet, the best MZM speed-runners determined that the winners of the contest must have cheated to get the times they did. Q: In Metroid Fusion, there is a power bomb tank that, with some tricky maneuvering, can be acquired well before the game actually wants you to have power bombs. (However, since the programmers were such jerks about "no sequence-breaking ever grrr," you can't actually use the bombs until you get the main power bomb "data download" as the plot dictates.) In what area is this tank located?

Is it in TRO? The large room with a power bomb near the top, roughly in the center of the map. I think you can shinespark up to there, though I'm not sure.
No, it's not TRO...or Norfair.
The thing about Power Bombs is that they made it so that you need Power Bombs to get to them, either by setting the appropriate blocks, or those large X-Barriers.
You would have thought that would make things easier, since it'd have to be Expansions out in the relative open, but bugger me it doesn't.

Is it in SRX? The room near where you face the Charge Beam Core-X, you can Speed Boost and then Shinespark through the room to get to the Expansion?
That's the only one I can really think of that you can get without Power Bombs and with items before Power Bombs.
That actually sounds plausible, but I haven't tried it myself, and as far as I know, the one I'm thinking of is the only one you can get early.
Hint: it involves Shinesparking through an X barrier.
Would it be the X-Barrier in ARC that covers the third Power Bomb you should get? The one off to the right of the second-largest room that is relatively central on the map.
Dash along, stop, turn into a ball, jump and roll through the gap next to the barrier, stand up and shinespark through it.
At least, that's the only X-Barrier I can think of that you could Shinespark through before you get the Power Bombs themselves, and I have vague memories of getting a Power Bomb expansion early.
