Not really. My favorite underwater song has to be from Donkey Kong Country.

And the FFVII soundtrack has a lot better tunes, in my opinion.

My favourite tunes of FF7 are the one playing when Aeris dies and the one playing when you visit cosmo canyon.

It was a good choice because it makes you feel like you're underwater, but I don't think it is the best song in FFVII. The best is Jenova Absolute and Cosmo Canyon, in my humble opinion.
