Well it is the Queen, yet it is actually the Governern General who acts in her stead. The GG is picked by the Queen by the recomendation of the Prime Minitser (If I remember correctly). Out of tradition. When Canada was formed through the BNA, it was a dominion. (The full title of Canada is the Dominion of Canada). Until 1931, when the Statue of Westminister was passed, was Canada able to sign international contracts. Also John A. MacDonald and crew were loyalitst and still were pretty partial to the Crown. So I dunno exactly why, but I assume it has to do with MacDonald being a loyalist.
