I went to the DOC scans page and saw the pics right, then i thought "I have seen these somewhere before" and i checked one of my old UK playstation Magazines and sure enough in the may issue in the year 2000 there is a picture of vincent valentine in dirge of cerberus, they've been planning this since the end of FF7...

i aint lying either , i thought it was squall at first 'cos of the red clothing but then i found my magazine and... bingo!

There were a lot of pre-rendered shots for all of the characters that were put into the manual of the original FF7 game. One of them had Vincent perched on top of a building in Nibelheim. Is that the one that you're thinking of?
