Maybe she was originally supposed to be a male bad guy but then square decided it didn't fit the story but it was too late because they had already created her character and it would be too much work to redo it so they just left her/him like that.

but we take for granted in the game that all the magic practicers are girlies, sorceress Edea, Rinoa and Ultimecia....they're all girls so Adel probably is too
