If you click your name in the list of people who are currently online, you can see a link to your usernotes. You currently have 14. Once you've been a member for 3 months (I believe) you can post in people's usernotes.

Simply go to their profile, click on their usernotes, and click "Add Usernote" which will be at the bottom of the page. If it's not there, it means you haven't waited quite long enough yet.
Click on someones profile, and under where it says "Find all Threads by 'user'" Whoever that may be, there should be 'user notes' then a number. Click on that, and on the bottem, it will say "Post New User Note" ta da
