Well Mods and Admins can read other people's PMs right (so I hear) so if you could read any one member's PMs who would it be? I'm not sure yet.

Mods do not read PMs that aren't in their own PM box.

Only an admin can read others' PMs, and even then only by going into the database. As a general rule we don't do this.
I'm not saying you do its just you can if you wanted to, right? So hypothetically speaking if you could spy on any member's PM conversations without moral guilt. Who would it be?
Bleys explained to me how to read other's PMs once. I think he had to do it once to investigate something. I was never even temted to do it.
I remember back in vB2, it was ridiculously easy to read OTHERS' PMs. I'm glad they made it more difficult.
