Yes, but the characters have been stripped of any and all personality they once had in the games.
Basically it's just a buddy flick between Ryo and Robert, as they stay together CONSTANTLY in it, and they have to save Yuri (like in the game), but all the characters from the game have been stripped, basically, of moves, game references, everything. No one in the movie even bothers to use special moves from the game, which is absurd.
Then there's the crappy voice acting and uninspirational fighting sequences. And the fact that the makers of it managed to screw up John (they made him into snake-tongued pervert) and Todo (they made him a police lieutenant O_o WTF?) and flush the essence of the games down the toilet :P
