They were working on VIII and IX before VII was finished. They have lots of people and resources to do many projects at once, and while they are working on XIII, I'd say its a safe bet that this is fake.

I remember before final fantasy XII's logo was released I saw a hoax logo of some guy flying foward with two swords. It was green. I could never find it again tho

Regular series logos are all Amano work. So far we only have barely seen FF XII logo, and no other Amano pic at all. So I strongly doubt a FF XIII logo could be already drawn, let alone be out.
